PHARE Romania Project
(Asistenta Tehnica pentru finalizarea programelor de eliminare a poluarii provenite de la substantele toxice, persistente si bio-acumulabile din Lista I aflate sub perioada de tranzitie, pentru: cadmiu, mercur, lindan, dicloretan, hexaclorbenzen, triclor-benzen, tricloretilena, hexaclorbutadiena)

The Phare Romania Project (Tender N ° PHARE 2006/018-147.03.03/5.5) foresees the completion of an technical assistance program for the complete elimination or reduction of hazardous substances from List 1 of the Water Framework Directive ( cadmium, mercury, lindane, dichloroethane, hexachlorobenzene, trichlorobenzene, trichlorethylene, hexachlorobutadiene) within the transition period allowed by law (end of 2009).

The project was financed by the Romanian Ministry of Environment for a year starting in November 2008. The Project includes conducting five main activities as hereunder described:

Task 1: Development of programs for different typologies of industrial of activities for improving the removal of pollution.

Task 2: Identification of environmental alternative technologies for the reduction/elimination of List 1 hazardous substances.

Task 3:Identification of available financial mechanisms for the proposed investments (relative to the implementation of the technologies referred to in Task 2).

Task 4: Development of methodologies for informing and consulting the public and the media, and development of a format for reporting to the European Commission.

Task 5
:Organization of training courses and training for staff involved in business licensing, monitoring and control.

Quality Consult participated in the activities of task 5 with the organization and management of a training course for analytical operators from public and private laboratories in Romania.

The course was held in Brasov from 22 to 26 June 2009 with the participation of 25 operators from ANAR regional laboratories (responsible for water monitoring and supervision of waste waters conformity) and from private industries (involved in self-monitoring analyses).

The course was followed by 4 interlaboratory exercises and 2 exercises on building and maintenance of control charts on the determination in wastewater of the hazardous substances under study in the project.
