International Projects - General Information

Quality Consult has been involved in a number of projects funded by the European Commission which aim the improvement of general analytical quality control, expecially in environmental field, such as VIRM, QUA-NAS, SWIFT-WFD and TBT Impacts; TAQC-WFD, SPI-Water and Phare Romania Project.

TAQC-WFD (Training courses on Analytical Quality Control and method validation in support to the Water Framework Directive)

The TAQC-WFD project has been financed by the European Commission, with contract no MSCF-CT-2005-029922, for two years (start date 01/04/2006). The ‘TAQC-WFD’ project aims the development of a `correct culture’ of analytical quality in the young generation of professional. It has been addressed the training of ‘Early Stage Researchers’ (within the 1st 4 years of their research activity including the period of PhD research) from all the EU countries, and in addition the 3rd countries of Europe and the non-European Mediterranean region.

SWIFT-WFD project (Screening methods for Water data InFormaTion in support of the implementation of the Water Framework Directive)

The project, funded by the European Commission with contract no: SSPI – CT – 2003 – 502492, was launched on the 1st of January, 2004 for three years. The main objective of the project was to support the successful implementation of the WFD which closely depends on the quality of monitoring data and their comparability from river basin to river basin. This objective required primarily, but among others, the development, validation and dissemination of rapid, affordable and user friendly measurement techniques. One of the main outputs of the project was the production of Quality Control tools, not only for classical methods but also for a range of screening methods for ecological/biological and chemical monitoring purposes. Three Proficiency Testing campaigns were organized, from 2004 one per year, with the participation of more than 100 laboratories from 22 European countries, on 17 testing materials. QualityConsult, partner in the project, was responsible for the organization, management and data evaluation of the three Proficiency Testing Schemes.

TBT-IMPACTS (Assessing impacts of TBT on multiple coastal uses)

The project TBT Impacts (Contract EC INCO-CT-2005-510658) addresses the issue of coastal resource degradation due to the exposure to organotin compounds used in antifouling paints. It started in March 2005 and the activities have been financed for four years. The principal aim of the project is the evaluation of the impact of tributyltin (TBT) in Asiatic regions and the improvement of analitycal performances for TBT measurements in laboratories of the region. QualityConsult is subcontracted by the University of Goa (India) 1, for the collection of information about the impact of TBT in the Europe coastal environment in the form of a summary report; and 2, for supporting Indian laboratories to improve the quality of their TBT analysis by the implementation of quality control tools.

SPI-Water (Science-Policy Interfacing in support of the Water Framework Directive implementation)

The project "Science-Policy Interfacing in support of the Water Framework Directive implementation" (project acronym: SPI-Water), has been funded by the European Community (contract no: SPI - CT - 2006 - 044357). The project started 1 November 2006 for a duration of 2 years.
SPI-Water has defined a number of concrete actions to bridge policymakers and research scientists in communication by developing and implementing a 'science-policy interface' by focusing on setting up a mechanism to enhance the use of RTD results in support of the implementation of the Water Framework Directive (WFD).

VIRM (European Virtual Institute for Reference Materials)

The VIRM project had been financed under the GROWTH programme of the European Commission, with contract nr G7RT-CT-2002-051s04 for three years (from 01/01/2003 to 31/12/2005). The main outcome of the project was the establishment of the Virtual Institute for Reference Materials, a legally and economically autonomous entity - the VIRM asbl was founded in November 2004. QualityConsult, as a partner in the project, was responsible for the Secreteriat/Helpdesk of the VIRM asbl, the only physical structure of the Institute. After the liquidation of the VIRM asbl in January 2007, all the assets were transferred to QualityConsult. On 1st December 2007, VIRM was officially incorporated into QualityConsult with maintaining its original aims, structure and features.

QUA-NAS project (Improving the infrastructure for metrology in chemistry in the candidate new member States)

The project had been financed by the European Commission for three years with contract G7RT-CT-2002-05110- QUANAS (from 01/02/2003 to 31/01/2006) with the principal objective of improving infrastructures devoted to chemical metrology in NAS Countries. The project activities included the organization of training courses, the mobility of young NAS researchers and the organization of PTs for the evaluation and improvement of chemical analysis. QualityConsult, partner in the project, had the role of organizing the technical/scientific discussion meetings and the final project conference.

PHARE Romania The Project Phare Romania (Tender N ° PHARE 2006/018-147.03.03/5.5) has the objective to provide a technical assistance program for the complete elimination or reduction of hazardous substances from List 1 of the Water Framework Directive (cadmium, mercury, lindane, dichloroethane, hexachlorobenzene, trichlorobenzene, trichlorethylene, hexachlorobutadiene) within the transition period allowed by law (end of 2009).

The project was financed by the Romanian Ministry of Environment for a year starting in November 2008. Quality Consult participated in the activities of task 5 with the organization and management of a training course for analytical operators from public and private laboratories in Romania, including the organization of follow-up practical exercises on interlaboratory comparisons and analytical control charts on the determination in wastewater of the hazardous substances under study in the project.

STEP-WISE  (Science, Technology and Policy interfacing using WISE-RTD)

The project "Science, Technology and Policy interfacing using WISE-RTD" (project acronym STEP-WISE) has been accepted for funding by the European Commission. It will start on 01 January 2011 for duration of two years.

The aim of STEP-WISE is to promote and increase the use of FP environmental RTD results in the sector of environmental technologies focusing on water by diverse stakeholders: policy, scientists and industry.
